Outlook Send/Receive error: 0x800CCC13 after upgrading to Windows 10

After upgrading Windows 7 or Windows 8.1 to Windows 10, Outlook fails to send email, and you receive this error:

User account – Sending’ reported error (0x800CCC13): ‘Cannot connect to the network. Verify your network connection or modem.

Workaround

Use the Windows System File Checker to repair corrupted files

  1. Close Outlook.
  2. Right click the Start button in Windows and choose: Command Prompt (Admin). If you don’t see that option, instead choose: Windows PowerShell (Admin).
  • In the Command Prompt window type: sfc /scannow (note the space in the command).
  • Wait until the process completes. This usually doesn’t take longer than 20 minutes with a regular hard disk and takes much shorter when you have a fast SSD drive.
  • Restart your computer and then open Outlook.
